Technology and Manufacturing Industrial Base (TMIB)

The STP&E Technology and Manufacturing Industrial Base (TMIB) directorate oversees the health of the Defense Technology Industrial Base and monitors supply chain risk. TMIB leads major studies to assess the threats, gaps, and fragility of the national security innovation base to meet emerging technology needs in support of modernization.

TMIB takes an active role in partnerships among government, industry, international, and university stakeholders, engaging in initiatives to mature an advanced technology and manufacturing base to focus on closing gaps and fostering domestic technology and manufacturing capability.

TMIB oversees the DoD Manufacturing Technology (ManTech) program as well as the DoD Manufacturing Innovation Institutes (MIIs). The ManTech program partners with Service and Agency leads, ensuring focused investment that provides a return and aligns with the National Defense Strategy.  TMIB engages with leaders of MIIs and DoD stakeholders to grow manufacturing capabilities for the Department. TMIB also engages in activities in the broader Manufacturing USA program, working with the National Institute of Standards and Technology (NIST) and other program leaders.

TMIB engages with partners including DoD Industrial Policy; the Defense Technology Security Administration; the Department of Commerce; and intelligence, counterintelligence, and law enforcement organizations to inform International Traffic in Arms Regulations and Committee on Foreign Investment in the United States activities.

     Objectives

  • Oversee DoD Manufacturing Technology program and Manufacturing Innovation Institutes to close gaps and foster implementation of advanced manufacturing in DoD systems
  • Assess health and address risks of emerging technology industrial base support to defense modernization; develop long-term strategies to foster and guard the health of the technology base
  • Promote, protect, and monitor the technology base, including the use of export controls, management of intellectual property, and review of technology-related cases under the Committee on Foreign Investment in the United States
