About Us

The Office of Science and Technology (S&T) Foundations fosters an innovation-driven defense enterprise through leading-edge research programs, stewardship of laboratories and research institutions, development of a superior science and engineering workforce, engagement with industry, academia, and other Government agencies, and cooperation with international allies and partners. To preserve the Department's unrivaled technical expertise, the Deputy Assistant Secretary of Defense for S&T Foundations advocates for the DoD laboratories and engineering centers, Science and Technology Reinvention Laboratories, federally funded research and development centers, and university affiliated research centers, while leading Department-wide STEM education and outreach and workforce development initiatives. The office is a proponent of basic research, small business engagement, and rapid innovation, focusing its S&T priorities directly on military modernization as the United States competes to maintain its long-held technological dominance.

Deputy Assistant Secretary of Defense for Science and Technology Foundations

As the Deputy Assistant Secretary of Defense for Science and Technology (S&T) Foundations in the Office of the Under Secretary of Defense for Research and Engineering, Dr. Jagadeesh Pamulapati champions DoD’s research and development ecosystem, including the defense research laboratories and warfare/engineering centers, the Department’s federally funded research and development centers, and its university affiliated research centers. He also oversees DoD's basic research investments, including academic grants; science, technology, engineering, and mathematics initiatives and workforce development programs; and the Department’s Small Business Innovation Research and Small Business Technology Transfer programs. As advocate for the Department’s S&T workforce, Dr. Pamulapati is responsible for more than 63,000 scientists and engineers who work in over 60 DoD laboratories, warfare centers, and engineering centers across 22 states and the District of Columbia.

Ms. Regina “Gina” Sims
Director, Defense SBIR/STTR Program

Ms. Regina “Gina” Sims is the Director of the Defense Small Business Innovation Research/Small Business Technology Transfer (SBIR/STTR) Program Office for the Office of the Under Secretary of Defense for Research and Engineering. Ms. Sims is the principal point of contact for Congress, the Small Business Administration, Government Accountability Office, and interagency SBIR/STTR community representatives. Ms. Sims oversees and leads the SBIR/STTR program to unify efforts, while conveying transparency and trust across DoD agencies and components within the program.

At an average award amount of $7.5 million over five years, these competitive grants will support 30 teams located at 73 U.S. academic institutions, subject to satisfactory research progress and the availability of funds.
