Enabling Dynamic and Efficient Spectrum Use

We Aim To:

Partner with industry leaders and creative thinkers to develop new solutions for accessing, sharing, and managing how we operate within the electromagnetic spectrum to enable and exercise advanced Electromagnetic Spectrum Operations (EMSO). By developing and refining EMSO technologies, we will increase our abilities to balance national security with economic opportunity while maximizing capabilities of our warfighters.

Prioritize fielding new and adaptable capabilities for the warfighter.  This includes organizing standards for the orchestration of live and virtual threat emitters, enhancing distributed sensing, signal classification and geolocation, and enhanced modeling and simulation of the EMS to better assess many-on-many signal interactions.   We will also focus on collecting or generating datasets that provide useful intelligence and enable more efficient and effective spectrum use.  Improving spectrum agility on training ranges to enhance situational awareness and understanding for the warfighter is another key focus area.

Leverage emerging technologies to deliver advanced spectrum capabilities providing clear technical advantage. This will be achieved by using Artificial Intelligence/Machine Learning (AI/ML) to build systems that can better predict and adapt to highly dynamic spectrum environments leading to better mission planning and execution.

Focus on building a lasting advantage through collaboration, shared innovation, and novel acquisition strategies with commercial industry and academia. This will include applying technologies such as generative AI, modular architectures, and quantum computing and sensing to our communications and sensing networks. The goal will be to decrease the timeline associated with generating knowledge and understanding from data and then leverage that rapid understanding for rapid analysis and response in complex environments. This will provide a complete and insightful operational picture by fusing intelligence from multiple sources.

ASO focuses on developing innovative solutions for flexible and efficient spectrum utilization or spectrum coexistence. This highlighted project demonstrates ASO's commitment to maximizing the availability of this critical resource:

Dynamic Spectrum Sharing Demonstration (DSSD): A key component of the ASO initiative mandated by the 2023 National Spectrum Strategy and NDAA 2025, DSSD aims to demonstrate practical spectrum sharing in the 3100-3450 MHz band. The project's goal is to develop technology that enables DoD systems to seamlessly share airwaves with interference minimized in a way that maximizes performance. This breakthrough capability will eliminate the need to clear frequencies, restrict bandwidth, or reassign spectrum, ultimately leading to a more dynamic and responsive spectrum management approach.
