The FY2017 NDAA outlines the powers and duties of the USD (R&E) to include:


Serving as the principal advisor to the Secretary of Defense on all research, engineering, and technology development activities and programs in DOD


Establishing policies on, and supervising and coordinating DOD’s research and engineering, technology development, technology transition, prototyping, experimentation, and developmental testing activities and programs, including through the allocation of resources for defense research and engineering.


Serving as the chief technology officer of DOD with the mission of advancing technology and innovation for the military services and DOD

Dr. JihFen Lei is the Deputy Director for Research, Technology and Laboratories in the Office of the Under Secretary of Defense for Research and Engineering at the Pentagon.


Dr. Jagadeesh Pamulapati

Dr. Jagadeesh Pamulapati is the Director Laboratories and Personnel in the Office of the Under Secretary of Defense for Research and Engineering at the Pentagon.


Molly Walsh

Molly Walsh is the Director of Business and External Engagements for Research, Technology, and Laboratories.

Independent Research & Development (IR&D) is a key source of innovation for the department. In 2010, under the Better Buying Power 1.0 initiative, DoD staff engaged with industry and government to learn about what we could to improve IR&D effectiveness. The key challenge identified was communication—industry wanted information about Department investment priorities to better help them plan their IR&D investment projects and DoD planning was hampered by limited insight into industry IR&D projects.

The Defense Innovation Marketplace website was created to be a consolidated resource for both DoD and industry to help enable this communication.
